We've successfully used Adobe Interactive forms with basic configuration in 7.0x version. As we are upgrading to 7.31 portal, we've setup the basic ADS configuration as described in http://help.sap.com/SAPhelp_nw73/helpdata/en/69/a633254b6e47e6aa379e68e36eb66d/frameset.htm.
We've enabled the "Adobe Document Services" function unit by going to http://<host>:<port>/sld/fun.
Created Destination "ConfigPort_Document" with Http Authentication and provided adsuser credentials here.
Applied Reader Rights Credentials as described in http://help.sap.com/SAPhelp_nw73/helpdata/en/56/f2c94a069f44a785b85748e11f82a0/content.htm and http://help.sap.com/SAPhelp_nw73/helpdata/en/4b/95aeaf26f26e83e10000000a421937/frameset.htm.
Restarted the server.
All Adobe services except “PDF Manipulation Module” are running. When we try to start this PDF Manipulation Module, we are getting an exception and then we found that this is not needed as of 7.31 based on SAP note “Note 1695036 - PDFManipulation Service can't be started”.
Did the ADS web service test as described in http://help.sap.com/SAPhelp_nw73/helpdata/en/4b/95aeac26f26e83e10000000a421937/frameset.htm. We got the following exception while testing this web service but the above link suggests to ignore it.
com.adobe.ProcessingException: Required stream: "PDFDocument" not found in request OR its length is zero.
Then we created a simple web dynpro java application (using NWDS 7.31 and Adobe LiveCycle Designer 9.8) to test the ADS configuration. When we run this application, we are getting the following error.

I found several similar posts on SDN but none of their solution worked for me. Did we miss any steps in configuration? Is this a known issue in 7.31? Our ADS components are also 7.31. Appreciate any pointers to resolve this issue.
